Speaking as a Cold Warrior, and 22 year USAF veteran of two wars, including my time in the sandbox.....

One thing to add. Wars are MESSY. In innocent blood, in politics, ALWAYS. Yet, for reasons stated by Mill, and as true now as they were then, it remains a moral failure to stand by and do nothing. ESPECIALLY if you put up with Evil for 'humanitarian' reasons.

The main legit reason for inaction is lack of money.
You NEVER help anyone if you drive yourself broke. This is true in both war and peace.
Order the priority by a balance of need of the oppressed, and your own self interest, and then do what you can afford, AND NO MORE. This applies to all charity, be it simple giving of money, or sending troops.
Play nice while you butcher each other.
